Melissa A. Hamer-Bailey
Melissa A. Hamer-Bailey is an associate at Norris Choplin Schroeder LLP and is a member of the firm’s insurance, environmental, and toxic tort practice groups. Ms. Hamer-Bailey is a Certified Hazardous Materials Manager, since 2010, as accredited under ANSI/ISO/IEC 17024, the International Standard for Personnel Certification Programs, and The Council of Engineering and Scientific Specialty Boards (CESB). She also is an Environmental Professional, as defined in the current ASTM standard, ASTM E 1527-13, as used for environmental and real estate due diligence.
Her legal experience includes work as an attorney in e-discovery and ESI management. She was a clerk in the Marion Superior Court’s Environmental Court, under The Honorable David Certo. She was a clerk with the Civil Litigation Section of the Indiana Attorney General’s office, and for Chief Administrative Law Judge Mary Davidsen for the Indiana Office of Environmental Adjudication.
Ms. Hamer-Bailey’s prior experience includes work as an environmental and real estate redevelopment consultant and regulator in multiple states and regulatory media. She also has business and client development experience and managed a local office for TestAmerica Laboratories Inc., one of the largest international environmental laboratory chains. Ms. Hamer-Bailey had her own certified woman-owned business for several years, providing environmental risk assessment, technical review, regulatory negotiation, and business development services for environmental consultants in Indiana and Illinois.
Ms. Hamer-Bailey was a Senior Environmental Manager and environmental risk assessor for IDEM. Ms. Hamer-Bailey later was an invited peer-reviewer and is credited in the latest IDEM Risk Closure Guide.
She is a founder and a past Vice-President and Treasurer of the Midwestern States Environmental Consultants Association and was an organizer of the 2006, 2009, and 2010 Midwestern States Risk Assessment Symposium.
During law school, Ms. Hamer-Bailey received an award of merit for her work on the Diplomacy Project through the U.S. Department of State. She was a board member and brown-bag learning session coordinator for the Environmental Law Society, a coordinator of the 2016 Teal Tie dinner, a moot court judge for undergraduate and high school competitions, and member of the Christian Legal Society in addition to working part-time and volunteering.
Ms. Hamer-Bailey was born in Ancon, Panama. She grew up in South Carolina and as such, has done quite a bit of hurricane recovery work from her time in the Carolinas.
Ms. Hamer-Bailey volunteers as a member of the Executive Board for Montessori Garden Academy, a local non-profit school, and as a volunteer attorney for multiple projects through the Indianapolis Bar Association, the Indiana Bar Association, and the Indiana Bar Foundation. She served on the 2017 Executive Committee for the Women and the Law Division of the Indianapolis Bar Association, and has been re-selected for the 2018 committee. She is a volunteer for the Irvington Development Organization's Real Estate and Development Committee. She also is a member of the Indiana Association of Environmental Professionals, the Irvington Business Association, and the Economic Club of Indiana, among other organizations.
Melissa enjoys gardening, raising back yard chickens, knitting, tinkering with vintage typewriters and old homes, and being a mom.
